Cheap? imported CPUs

Hi. I was trying to get directions to a butcher today and I walked into a store that said security and surveillance devices. The person inside showed me his computer. I presume he was showing off. It has 28 cores and 56 threads. It was odd as I was a complete stranger and it is unlikely that random strangers know what a 28 core Xeon processor it. He said he bought it used for 180 dollars. He showed me the model on Intel website and its recommended customer pricing was 10,000 to 10,015 dollars and it was released in 2016 and is skylake based. I asked how he got it for 180 dollars. He said it was imported as used from a Chinese website. I just replied "great" and then he gave me the directions I was looking for.

Is this possibly true? Are second hand items this cheap? Could it have been stolen and resold for cheap? Anyone's seen such a case in the past?
