I'm not sure, but when the payement is rejected, it's probably a bank issue.

It was rejected by their security department. I have sent payments from 2 banks both were pending ( received smses from my banks successfully ) and rejected from payoneer after 2 days.Saying that they do only global transactions.

Don't be thanks for making things possible. I currently filed a complaint asking them either to close my account or accept my payments. I'll keep you updated.

Just wanted to share my experience. Try omit making my mistake

I think it is related to money laundring and issues that occured a couple of months ago with prepaid card and internet payments in general.
I could be wrong.

Already bought something for 0.99 $ for testing purposes:)
Posted to my lebanese address.I was only oblaged to put a fake billing address (I entered UAE.country)
The only difference the fees: 5% on loading cards with no yearly
everything is instant

Payoneer is more straight forward for getting global payments.

Hello LebGeekers,

I heard that you can setup a debit card with some banks in Lebanon, known as "web surfers", meaning you can make online purchases with those cards. And those banks can retrieve that card from foreign countries, mainly from a Cyprus server. Therefore the chip that is on the card is linked to that foreign server. And you can setup a normal PayPal account on PayPal website. Thoughts on this service ?

It won't work
I have esurf from sgbl and as much as it's made in Europe it won't work with paypal because I think it's issued in Lebanon and linked to a Lebanese account.
The only solution is to open a physical bank account in an  European country and issue a card from there, that means some expenses

Back in business, :) I dunno what i did with that last entropay account but it seems it got black listed.
I opened a new entropay account with EURO base currency.( since my last usd entropay was alwasy charged in euro on ebay even if it was a usd card making the double conversion a much more expensive)
on ebay i am currently paying with card using malta as country. my only advice don't try to contact paypal..

Hello everyone! :)

I have a PayPal account, but no card is linked with it. A certain amount of money got credited to my wallet by a family member.

My question is: am I able to redeem this amount by linking my MasterCard debit card?

If that does not work, is there any other way I can withdraw the money?

Lebanese cards do not work.
You need a foreign card. Withdrawal is technically impossible. Unless you buy someone something off ebay, and they pay you in person.

Well i haven't read all the topic responses, but all i know is that payoneer changed their policy and you have to earn the money and not just top up your account, i tried it and it actually declined 2 payment requests ( although i added false info : payment from a customer/web development ,stuff like that ) But they do decline whenever they want i suppose.
It actually worked the first time i topped up my account with my own credit card, they accepted it but they sent a warning message not to do so anymore. ( when i added the money they automatically deducted 30$ as an annual fee , so if you're new to payoneer watch it , 30$ to waste )

So payoneer is a no, and all the other services are not working atm, i used entropay before

Since Payoneer stopped working, I started using optimum-lb.com/services-paypal.php
The guy who is running it seems nice, any feedback on him from you guys?
