Email (incoming/outgoing) forwarding

Hello dears,

I want to have a copy of all incoming/outgoing emails coming/going_out from users reach a main email account (let's say the manager's);
First option that came into my mind is to have a 'forward email' configured on my domain/email host and a rule on all users outlook. But the problem here is that users can remove (and re-add) the rule or they can send from their mobiles.
Any other way?
Please advise.

You need to do it on your host (i assumed you have a shared hosting plan) not an Exchange server, so you need to talk to your hosting provider and he will manage to fix it.

This must be done on the server side, not the client side.
