Apple updates partial download

Hello!
Recently i noticed updating large apps is not taking much time.
Is it just me or updates work by patching the apps now adays?

that's how it works on android,  I don't know about ios

it's always been the case on ios, they call them delta updates.
though sometimes the app is overhauled completely, or new levels added to a game which make the update larger.

I have alwas download minor updates as full size downloads.
Never experienced partials until recently i could be wrong though.

this depends on the dev. the dev could write the app in a way that it would need a rewrite to the app, even if it's a small minor update.
i too had updates like these where they were minor yet you download the full size, at the same time i have apps with a few MBs worth of of an update.
