But I guess buying it from amazon and ship it with S&S (around 88$ at 3900LL rate) is cheaper 
And taxes are on 1500 LL

Check with S&S about the rate first.
Maybe its more than 3900 LL , i stopped following their prices, but there's a big chance that it could be higher.

There's also a chance that taxes will be on the black market rate as well.
I don't want to cause panic, but i've seen some unofficial circulars and decisions about this, even though they're a bit unclear, but there also could be a chance that they might charge taxes at the market rate as well.

Yes. the company called Digital Plus, one of the biggest companies in Syria. You can check the products from here: dpsy.com

They bring all the new laptops, graphic cards, motherboards in a short time with better prices sometimes than Lebanon, especially the laptops.

The RTX 3080 cards were available in Syria 10 days after the global launch.

One time I preordered it ASUS ROG PG279Q for 965$ when I was there. It had a uniformity issue with the panel and they replaced it. So this is why I went with the local option instead of ordering anything from the USA.

And taxes are on 1500 LL

One of the biggest stores in the USA.

It will cost you more with S&S and the rate should be @7500LL, so make sure to double-check that with Aramex.

Yea same like amazon but mostly electronics.
most of the items they ship directly to Lebanon, its trusted and tried by many people i know.

Today a friend received a shipment from DHL, and from aramex a few days ago, he paid at 1515, so i guess that makes it clear, but who knows with our dearest customs experts.

Just contacted Aramex they charge the shipping fees at 3900LL and the customs clearance + TVA is at 1500LL

so I guess using S&S is a slightly cheaper option

You can return it and get a full refund during 30 days but you need to pay for the shipping fees to the USA.
