Question about Interleaving

I recently joined Terranet and after telling them to turn off interleaving for me, I was told that they had to make a case for Ogero regarding that as they couldn't do anything on their end since my line is on Ogero's network and not theirs.

Can someone confirm that this employee was telling me the truth and not just lying to my face?
I've been with 2 other ISPs in the past, and whenever I wanted interleaving turned off they would do it right there while I was on the phone with them, however I'm not sure if my line was on their network or Ogero's at that time.

Yea in most areas ogero is the dsp

So them telling me they're going to have to contact Ogero to have them turn off interleaving for me is normal?
And do you think there's anything I can do to speed this process up like maybe calling Ogero myself, even though I'm with Terranet?
