Actually I made a mistake, I meant burst not caching...It used to happen a lot with me, but not currently.
One thing I noticed is this: Firefox asks you if you want to save the file or open it. Meanwhile, it's downloading the file already. Once you click Save File, let's say, firefox calculates speed in such a way as if it's currently downloading the file. Once its reported speed (with the apparently short time for what is already downloaded) catches up with the actual time taken for the already downloaded portion of the file, the calculated speed approaches the actual speed of your connection. However, with short files, it may never catch up, and you will consistently see higher reported speeds than the actual speed.
