and subnet mask also : 0.0.0.0!!

the NIC adapter that is connected to the internet is using DHCP (modem) ??
if so, ISA is blocking the card to get its IP, then you must create a rule in ISA server to enable the card to take its automatic IP address from the modem,
that happens with me too, but I don't remember the exact steps....google it as i did
Hope this helps,

First, your boss is not forcing you; Microsoft is forcing you. ISA 2004 or 2006 only works on 32bit Windows Server 2003. Forefront TMG 2010 only works on 64bit Windows Server 2008 or 2008R2. Second, IPs for servers are recommended to be static, especially for the external NIC. Make sure you disable DHCP from the router, assign an IP address of the same subnet of the router, and test the connection from the server to the router as well connection to the internet. For the internal card, use an IP of the internal network subnet. After that, you can configure your ISA setup
