I am not trying to depress you or something but if you are trying to protect your sister against those on the motorcycles. Then this wont work because they strike fast and in uninhabited locations. Also he would most probably be after her purse, there wont be anytime to take out that taser and attack him.

It all depends on the location you are talking about.
Get her a light saber and teach her the way of the force that way if a motorcyledude comes close she will choke him to death :P
On a more serious note don't let her put anything precious in her purse such as credit card... and hey if a guy on a motorcycle steals her purse let him have it, the most important thing is her life ....And buy her a taser or pepper spray for close confronts or even put her in a self defense class and if you were going to buy taser gun just buy a real gun it wont matter since most of the motorcycledudes are idiots and wont notice.

She doesn't need a taser gun, get her a syring for 500 L.L. (10 mL at any pharmacy, she doesn't need a license to hold that) and let her keep it full of air. When she's attacked, let her strike anywhere with the syring and press the air inside: on the shorter run, it hurts like hell and causes bruises; on the longer run, it causes air embolism which can lead to aneurisms or strokes and potentially death. But sometimes this isn't practical (think of all the moves she has to do in a short period), so let her smack her offender on the ear (causes disorientation and loss of balance), bite him or simply kick him in the n***.

If she's fine with occasional broken nose or bruises, sign her up for a self defense or martial arts class. There should be some clubs in Beirut that teach those. Weapons may help for self defense but they are no match for physical strength, quick reactions and coordination.
