In buying a gaming case, for my budget, which is better, the fanqua (inWin) or the thermaltake V4 , and im gonna use the gtx 560ti, which is gonna heat up really badly, and i want a 23cm fan since it will cool the card better, which is better overall ? although the V4 has more fans, but which is better for cooling the card ?

Id say inwin case, not because i know anything about them or something... Its because TT cases, v3 and v4, only have 1 fan. And its fans are slow and have low CFM. You will have to buy new sets of fans, which again circles around to yet another TT fans (only found in lebanon...for now ;)).
Also TT cases only come with 1 fan, not 2 or three as they are optional and PC&Parts doesnt give you that.
I syggest going inwin, its cheap and has got 2 fans (intake and exasut) let alone the big side fan...

the inwin has good features but the v4 is :
1: Cheaper (better for your budget)
2: has good airflow (with 6x12CM fan space)
3: it well built
4:it has a 12cm fan hole that blows cold air RIGHT on your graphics card and its better than a 23CM fan because a 23cm fan is big but it turns @ 800RPM(slow) and has small blades(does not blow big amount of air)
5: the v4 has water cooling capabilities for future overclocking
6:I like thermaltake :)
