Ogero was not running at full capacity yesterday. The problem was just as bad yesterday at 10:30pm.

Everything is normal now, ping is fine so is download and upload (IDM 2mb package)
For some reason I'm getting Uber pings during the day, during the night it's 100-150ms and look how much it is now:

I asked my friend who lives in the same area I do to ping as well(Ogero user as well) and he told me he's getting an average of 131ms

I'm trying to figure out if my problem is from the internet problem or a localized problem, before the Thursday "blackout" I didn't have such problems, any suggestions?

i did not say at full capacity, i said "almost" ,and one of friends who's an ogero client was gaming at the time frame you mentioned.
Just received a message on my cell from the MOT, saying the internet is back to normal, but mine is still crap, ping is getting worse and the speed barely improved for me.
I am being disconnected during every other round of BF3 and ME3 multiplayer, seems maybe the bandwidth is back but the quality of service is bad

and if he can buy an extra 10 gb from cyprus that easy, why did it take them 10 years from the year 2000 to do that?
IMEWE cable is going to take a while to fix.
We are back to normal because ogero was never distributing the whole 23Gbps..barely 7 or 8 which 10gigs can cover.
The problem is the latency. I was getting 54 to 57ms latency on my VISP connection with IMEWE cable because it's not DSL. Now I'm getting 86 to 110ms. everything above 100 is too dangerous for online gaming because of the turn based aspect.

IMEWE cable handles almost all of Lebanon internet bandwidth but not all of it lebanon had 23gbps from that cable, but only used 10gbps. Lebanon still relies on other cables from Syria and Cyprus to provide around 3gbps (that is why the internet was never completely gone but very slow). Cyprus agreed to increase its bandwidth on the cable that links Lebanon to with Cyprus by 10gbps and they agreed to do so in the same day since it was an emergency. There is a redundancy plan the minster said they are almost ready to impalement.
Hold on a second, how is 10Gbps enough? How many ADSL, HDSL, and dedicated line subscribers are there in Lebanon? 10Gbps or 10000Mbps means the line can accommodate a very little number of subscriptions. Say you have 2000 1Mbps subscriptions, 2000 2Mbps subscriptions, 1000 4Mbps subscriptions, 500 6-8Mbps subscriptions, 1000 2.3Mbps (HDSL) subscriptions, and God knows how many dedicated line subscriptions (with who knows how much bandwidth each line is, varies from 0.5Mbps to 50+ Mbps). That is easily way beyond 10Gbps, right?
I think that's why they call it shared connection
Ogero's ping is back to 230ms a few minutes ago.

Edit: Looks like it is back to low pings now.
OK this is the info i got from a friend working at the ministry of communications, 10% of Lebanese people get good and stable internet , the other 90% are on backup satellite lines ,and this problem will not be solved until the government issues a decree where the fibre optics line going through the sea is fixed and upgraded for a cost of 1.3 billion euros(which will not happen any time soon ,not until the elections in 2013 and a new government is made) i just wish i was part of that 10% ,as for the rest of us well all i can say is at least we can Google stuff and check facebook lol.

I don't think it will be for a 1.3billion dollars
the cable is a couple of 10cm's in diameter and it's constituted of some basic technology
I would say it will cost a million dollar to fix it not more plus it won't be us that who'll pay for it
we're in the same pool with some 8 countries but the sad thing is that they have back-up cables

ok well i know it would take a couple of million to fix , the problem is fixing the cabal will not fix our crappy connection problem and the fact that about 70% of the country is on satellite connections, what we need is a new and upgraded line that will provide the demand needed, this my friends will not happen i assure you all ,but if it does it will cut the cost of internet in Lebanon by 80% and give us all the same quality of internet that people in Germany or France or Holland get . a dream that will not come true just like the dream of Lebanon having a power plant that is capable of supplying the demand of electricity at 100%.

Things are simple, if you want good internet, you need to have investments. Till there is no permission by law (Ogero monopoly), and unstable situation - you will not see that.
