So what exactly happens when you reach your monthly download quota? Do they shut off your service? Downgrade your speed? Can you pay for an increased quota?

well that depends on which provider. If from Ogero, they don't stop the service but you will pay 15,000L.L/1GB extra you exceed.

As I understand, VISP throttles you till your "7 day" average goes below 100% which means don't download much between 6PM till midnight but I could be mistaken.

Here in Canada it's $1.5/GB for extra.

depends on ISP , some suspend your service until the next month ( even though i think you can manage with them to charge extra and not stop service ) , others will charge 10$ per GB ( note than if you use like 300 extra MBs thats not free :p , you pay 1$ per 100 extra MBs , in this case 3$ , totalling 1$x10x 100MBs = 10$ per GB )
as for VISP , you have FUP for peak times and FUP for time usage during non peak hours , important thing is the peak time one , don't download much between 6pm and 12am and you'll be fine ( watch not to exceed 100% usage ) , as for FUP for time usage for the other hours , happened to me once in 5 years with VISP , well that time i actually left my pc download a WoW patch for 2 or 3 consecutive days ( 2.5 GBs ) , got FUP'ed for both ( peak times and non peak times ) , and that was a whole nightmare for a whole week until everything was back to normal.

For Sodetel, they stop your service and even if they're using your bank account to get paid, they still won't allow you to recharge automatically, you will have to go and buy a 1gb card and recharge manually (which is very annoying and unprofessional to say the least).
