Because in France you have super fast internet with NO quotas A lot of providers in the states have quotas, but they are pretty liberal and you usually have to dig to find them. I was with Cox communications and they had a quota of 30 gig per month or 250 per year. It takes a really big effort to try to get on the bad side of the quotas.
