The link you get from ISPs is a shared connection, you will be sharing the 2mpbs with a lot of other users, which means that depending on your luck and the time of the day you can reach 2mbps from time to time. Also they do things such as throttle P2P (bittorrent, etc..), make you go through a transparent proxy to reduce traffic and sometimes limit the number of sessions. Then they will impose a limit on volume, public (Quota) or secret (FUP).
Also ISPs have to go through Ogero for upload, but for download they can use their own satellite connection. If they do that (apparently they do to spare some more price) it will result in big lags.
The 2 meg line at $2700 is guaranteed 2mbps in both directions with stable latency, without any conditions.
Regarding the topic, the government have made a lot of announcements. You are just reminding us about how unreliable an un-serious they are. I will consider that something happened when something is actually completed (as opposed to promised) and we can see the difference.
