I think that these tests don't measure the service of the ministry. they measure a ratio: the service of the ministry divided by the internet savyness (or internet demand) of the population. Our government has very weak infrastructure relative to what the Lebanese want to use, hence our networks are overloaded hence the worst speed in the world.
My brother was in Korea last fall--a couple of days after he got there, he ran speedtest and copied it and sent it to his family and friends in Lebanon (just to get a reaction out of them)---128 megs down and 65 up, for $30 a month. :o
He could download a TV show torrent (350 meg) in less than a minute and a Hi def version of the same show in less time than he could finish a cigarette.

these are not pure speed tests but more averages of what reaches the population
