It kinda makes sense seeing as Beirut would need much less work than the whole country to spread out the 3G network.
I doubt that 3G will be available before the rumored upgrades are made to DSL---If the rumors of them doubling our current speeds starting in April/May are true, then I would believe that the 3G would be available after they do a second round of upgrading--that would make a current 512 subscriber getting 2mb which is in the neighborhood of 3G. If they offered 3G without upgrading the DSL lines, it would probably overload the system with new subscribers who will be able to watch a streaming movie on their phones before being able to do that on their computers.
It does make sense that 3G would be available in the major cities before it becomes available nationwide, though. The line (IMEWE) is connected in Tripoli and needs to be connected to Beirut first. Once that is done, any point in the Beirut area north to Tripoli could have theoretically have 3G before the rest of the country.
