It is not called VGA, it is called a Graphic Card.

Now back to your question, the "up to" means the amount of shared memory the graphic card can use from the RAM...
Be careful though. More memory doesnt mean your graphic card will be powerful. You should also know what graphic chipset is being used. Like 9600GT, 260GT, etc...
Never trust Lebanese "up to's." They're just trying to make you buy it but the card itself is crap.
