the site should be simple and functional where you would just add a POI/PIN on a google map and none more.
it preferably should be moderated where anyone could add a POI/PIN and only moderators can remove the outdated and excess marking.

you get a pc, plug an old gsm phone to the pc, for example a nokia 61xx (personal favorite for such usage)
download and install kannel (
www.kannel.org). once configured.
what you would do is configure a small db that would based on profile, dispatch alert messages. let me rephrase this,
users would register and sign up for example via facebook. they would purchase the application usage right.
once the user is registered, he would select a zone from where to receive alerts. when people update the location of the radars, the application would dispatch the alerts via SMS (kannel sms gw/modem) to registered/paid users being warned of where the radars are ;)
membership fee would be something like 5$/month and the money would be used for something good, charity?
the kannel can function in both ways, where users can dispatch messages to the kannel and in turn it could markup a POI/PIN on the website google map..
