Have you ever tried calling tech support at any ISP in Lebanon ?
First guy that picked up didnt even know what a ping time was....
He sent a ticket to networking department anyways with my own explanation of the problem.He put me on hold for 10 min and came back with a response that went along the lines of this "were sorry but if the latency is not above 200 ms then we cant do anything about it since its not considered an issue.
That is exactly the kind of response you get. Some guy who has no clue what you're talking about and he then puts you on hold as he tries to ask a technical person in the company for some help.
Ten minutes later he comes back with a stupid answer such as "Are you sure your PC is clean / firewall is off because everything is 100% normal here and we have NO problem whatsoever?"
And believe me, I know... because I have tried all the ISPs in Lebanon. One guy was stupid (or sincere) enough to tell me that his ISP (which I won't name) has a policy that forbids the tech support to tell customers when the ISP's link is full and/or when they are having problems.
