Last time I checked for the price at microcity was about a year and a half ago,
the price back then was 305$ (TTC I think), should be cheaper now.

What's a good steering wheel for PC right now, for 200-300$? To get by Christmas 2013?

I finally got the Driving Force GT (1 year ago). It is a downed version of the G27 but is worth the price. Although it does not come with a manual shift, the driving wheel force feedback is similar to the G27's (I tried both at a shop in Abu Dhabi, played GT5 with several cars; did not notice any difference). For 100-150$, you can enjoy driving simulations or arcade racing games. I think the G27 is a waste of money because it is still expensive for the offered quality. I read tons of forums about how the shifter breaks after several months. You're also paying for cosmetics like real leather driving wheel and shifter (which honestly most don't give a crap about when they game). You have more buttons on the G27, but really who cares (the Driver Force GT has many buttons as well and I don't use half of them). Finally, the G27 is more annoying to setup and needs more space for the shifter; so unless you have a wide table with the right height, you'll be very annoyed in unpacking and packing the wheel everytime you want to use it (it is impossible to permanently keep the wheel installed; I can't imagine playing FPS with the driving wheel in between you and the keyboard).
Personally, and from experience, the Driving Force GT can deliver almost the same experience as the G27 for third of its price.

@MrClass, is this Driving Force GT available here in Lebanon?
MrClass
I've seen it many times at Virgin. Check Virgin ABC Ashrafieh, Virgin Downtown and Virgin Citymall. There is a new Virgin at Beirut Souks that might also have in stock. These specific Virgin shops usually have gaming gear not found in other branches.

Also remembered, try Microcity; definitely saw it once in stock. 1 more place that has computer gaming hardware; 3owayni computers at salim salam (opposite to Audi Bank).

Ive done my research before i went with a ps3 and the logitech g27. The only wheel available for ps4 is thrustmaster t80 which is an entry level. Nino might bring the t300rs sometime in the future but it will be priced at 500$ and does not come with a shifter or clutch pedal. Or you could order a wheel from abroad but that will cost alot as well. Especially if you want the add on shifter and pedal set from thrustmaster. Got my logitech for 335$ and i couldnt be happier. Excellent wheel though not ps4 compatible.
