This is untrue. From the very beginning, developers had the choice of implementing region lock to their games; for example, look at the Uncharted 1 demo. So the developers had the choice from the earliest days of the PS3.
"For information, be aware that verification of the region of the disc was in fact quietly implemented since the 3.30 firmware but was not yet usable by the studios."

Ouch... You guys got played.
The devs had the option to region lock ps3 games since 2006. But no one did it i think.
anyways games from dubai are the same region 2 (EU) right ?

if it is true then no, but if it is like what just the guys said that they had the option to do so since the beginning, I guess that there is nothing to worry about.
