My cousin had a low budget and wanted to buy a decent vga to play some games like GTA IV and Mafia II (it wasn't out at that time) I recommended him to get the GTS 250 and he got the inno3D GTS 250 for 137$ + VAT from PCandParts and he is very satisfied with it he can play any game he wants, but be careful you must have a decent power supply with a dedicated 6 Pin power connector.

yup I recommend you have a 600Watt PSU to meet the power needs of the graphic card. and no, I dpnt mean these 40$ PSUs. Get a thermaltake 600watt PSU, very stable and very efficient. I got a thermaltake 1200watt PSU and it is pretty awesome.

I bought the Point of View GTS250 1GB about one year ago, at that time it costs 150$ (the Inno3D was more expensive, about 180$).
I am very satisfied with it, it can play most modern video games (games released between 2007-2010) at moderate settings (you will get 30-45 fps in most games, which is not bad).
The Nvidia GTS250 1GB is the minimum required GPU in order to enjoy modern video games, otherwise you will end up hating your life if you played modern video games with a less powerful graphic card.

I recommend waiting a bit more, save more money and get a GTX 460.
