hey everybody i was just wondering if I bought the HTC Desire from lebanon will I still be able to update android the right way (without rooting) and can I still access the Android Market.

Yes and Yes. But for the App market you can only access free apps. Plus, the update is not depending on your location, but the date of the update varies depending on where the phone is from (Europe, Asia, ...)

And you can still get the paid apps if you install a application called market enabler. So like EddieEC said, Yes for both.

Weather like email needs WiFi or mobile internet
GPS: Yes and No. Google maps need internet access but if you have a rooted phone can use it offline (there is a mod for it that let you cache the maps on the sdcard) or you download a GPS navigation program with an offline map like Sygic.
