The way I did it, is Winamp serves as a client (other clients may work too - like windows media player, but i didnt test it) and winamp with the shoutcast plugin will serve as a server.
You can connect to a server using a stream url.
Whatever is playing in the server winamp will be relayed on the network. There is a way to also relay input from microphone and other devices.
I forgot the details, but let me know what happens maybe i can still help.

Once you are broadcasting, try to connect from other computers using Winamp, with the following link:
http://(your ip address):8000/listen.pls
