Internet Explorer just doesn't support most of features, or support them incorrectly, even we use standard js frameworks. Requests limit is temporary, till we optimize database structure and will have dedicated server for this feature. It is done just to provide nice features for customers faster as possible.
If you mean JQuery it is a cross-browser JavaScript framework done by my friend John Resig , As for the other plugins if some aren't compatible I am sure they have released IE compatible versions. I had a look at the source code of the main page. There is over 7 javascript files that are placed at the top of the page structure, this will cause delay to download the page as the browser move from top to bottom. To gain some performance place them at the bottom but leave the jquery file at the top because it is the prerequisites file for others to run.
