kareem_nasser wroteif that is the case why is that my friend in Europe (sweden) has a ping which only inceases by 5 ms max if pinging at Australia while using an ISP and to my knowledge the cables from Ogero to ISP's are fiber optics.
It all depends on how far you're from the central and the quality of the lines used for your connection.
As for the connections of the ISPs and Ogero. Even if they're fiber optics, Ogero is the sole distributor of international access to all ISPs and they would definitely treat their own customers preferentially. So, in essence, Ogero is the bottleneck that all ISPs have to go through for international access including MTC's and Alfa's needs.
Plus, Lebanon has a very limited international bandwidth (something close to 2.3 Gbps, not sure if true). Limited bandwidth means limited connections, lag and high ping times.
