Is there anyway to use the DSL network topology here in lebanon in order to get high speed connection between the subscribers. If anyone has any kind of starting point, please come forward as this might simplify a lot of problems for a lot of us, I got a hefty lot of ideas.

As far as i know - not possible. Users billed and shaped on DSLAM port.
Only one benefit you can get, if you are on same DSLAM or link from DSLAM to other user DSLAM good - low latency.
DSLAM it is box where all users plugged in on your telephone station.

As I understand it, ogero gives a unique IP for each connecting PC.
If I were to send a packet from one ogero IP to another ogero IP, would it have to go beyond the datacenter in Lebanon. The connection limit (256Kbps) is inherent in what, the DSL modem-DSLAM connection or in a later layer (which would be preferable and more promising)? I'd prepare a few experiments if anyone is interested...

it will be local (Ogero to Ogero)
But it will be billed as international traffic and shaped to 256K.
