hey there. Both my friend and myself have a VISP conection with the same retailer .
We were thinking about playing COD4 or any other game just the two of us. I tried hamachi but we were having latencies greater than 600ms for some reason, so my question is can it be achieved to have <50ms latency?

hamachi is nice but wont work for you, you can setup your own vpn using for example: OpenVPN. as long as both of you are using the same operator, you should be able to establish connections without restrictions and horrible latency. if and when you succeed with your openvpn connection, should you face additional latency, then its due to other factors such as bad links, congested switches/routers or something horribly wrong with your PC.
