I just found this site http://www.lowerping.com i tried it my ms on wow stable about 120ms with it without 280 300 but iam affraid about password hacking or something and i cant buy it because they are using paypal is it possible to get paypal in lebanon?

hmm they're using some sort of Virtual Private Server setup to channel your traffic so it'd take less hops, so basically you'll get lower latency as advertised but i can see them overselling on their servers so their service might degrade in the future, and i suppose they have a monthly fee in addition to the setup fee,
well in my opinion, scrap this idea from your mind because it won't help with packet losses so you'll still get disconnections, 400 ms stable to play wow is fine, if u ought to pay more to get better latency, it's a waste of money, now how about a reliable wireless internet service for those who can't setup dsl in their current situation, is it much to ask? damn you WI$E....

@your paypal question, lebanese banks suprisingly(not too much :p) don't comply with some international standards so Paypal doesn't support them, Lebanon isn't there in the list on the create account page... Well there is a work-around for this(test on your own responsibility), create an account(french for example), after you fill out the initial form(PM me if you need help filling it out) you'll be prompted to enter a visa card/account information, just ignore it and go to your account management(acceder a votre compte), now what you need is to have someone transfer you money to your paypal account, it's very easy(note that he must have a paypal account), and voila you now can use your paypal account to make any purchase you like(supposing you have enough money :P), well i would have done the transfer for you if you spoke up earlier(like a month ago), now I don't have money in my french visa card account(compte courant) i transferred most of them to a 2 years (that is my timeline to get back to France) saving account :P...

If this really works, then the reason for low ping on WOW are most probably ISP throttling of the WOW bandwidth.
That is really annoying how ISPs today shape bandwidth.
I think the internet needs a makeover. QOS must be set by clients, and ISP process packets according to that and only that.
To avoid clients setting all QOS to maximum, ISP must bill clients according to their traffic volumes in different QOS classes. The lowest QOS class can stay unbilled (unlimited bandwidth)...
Since customers dont understand terms such as QOS, these can be advertised as:
"Games/Video: 0.5 cents/hour"
"Browsing: 0.2 cents/hour"
"Download (non-guaranteed speed): free"
Bitrates and such have to be dropped from the marketing lingo... lots of users have no idea what they mean, they just know that there is slow, medium and fast internet, and they choose their package according to how much of a spending mood they are in.

Hahahaha it my first time i play wow Raid Voa 25 with 90 ms believe me it so amazing :P and thanks for reply if anyone can help me to get 1 month account i can pay by Wu or Face 2 face as you want guys just want to test cause trial dc after 30 minuts ...
