So my main concern is this staggering 98 per cent packet loss and those untracable hops(* * *) in the tracert which prevents the pathping for testing those hops :p and any further hops beyond them(well there might be a way but i don't know it :p).. so is this loss is on the reseller or visp network? and why can't i see those hops in the middle, is there some kind of ICMP thingie on those routers?

If I am not mistaken those untracable hops you're talking about are mainly router/switch/server that simply do not accept ICMP packets, or just do not answer to them, just route them without reply. But I can be mistaken, too tired to think.
edit: they are configured to not reply to icmp (ping) request

even i was facing a dns time out i really dont know WTF is going with my internet @ night 5:30+ internet go so so so slow ... am not talking about only WoW am talking about everything msn,yahoo sure not chatting i mean voice or cam even download yesterday my download open like 400bytes lol....
