I do PHP myself, very little ASP, and well ruby is just a nice name for me... (what do the rails stand for btw?)
If youre doing web design and like to learn languages, you can try PERL too, it can help for data processing, you can write shorter and faster code for purely data analysis and processing tasks, and then you can call it from php. Its also good for shell scripts on the server.

The Rails is a Framework for Ruby, u can use it to enforce ur web development and for stability. There's a small code that allows u to create a web application linked to a database (for ex. MySQL) in seconds !
u'll be able to add/delete/modify data in the database u've created.
u can easily manage Error Pages, Public Folders etc.
