What I mean is if you buy an ASUS TUF OC vs ASUS TUF non-OC (Which shares the exact same part number except for the OC version having a 1 at the end) tend to share the exact same hardware, and the only difference is the BIOS.
However some cards like the STRIX series do indeed have beefier hardware and VRM systems and they tend to have binned chips as well, even on the non-OC versions.
To put it into simple words and conclude what I am saying,
Asus TUF non OC and OC share the same hardware
Asus STRIX non OC and OC also share the same hardware, however that hardware is beefier by default and probably has binned chips to be able to sell them at such high OC stock.
But both series of cards just have a different BIOS to turn them from non-OC to OC cards, as in a non-OC STRIX card still has the beefy VRM and the binned chip.
