I have a tplink repeater for the TV, can I block netflix access on it?
Any particular ip(s) to block?

just limit the internet speed on her device!
You can disconnect the tv completely from the internet by mac filtering when you're not home
Set up a free opendns account and use the dns to block streaming
Yeah it's not just your router. All of them are not reliable with blocking domain names.

I suggest you MAC filter like someone else suggested.
Tell her to stop abusing the internet otherwise you will block her access (change the password and not give her the new password for example).
Give her or suggest something else to do.
I third the case for MAC filtering---you could also go into your Netflix account and force it to SD to limit damage while she is here. That should consume a lot less bandwidth than 1080 or 720p (if all you have is SD, then ignore this).

Edit: can do the same thing for youtube and other streaming services.
option 1: give her access and make her pay upfront the difference
option 2: if it is a long visit change your internet option to unlimited or 200 and make her pay the difference

dont block be open but tell her she has to pay for the extra service

50GB is so low for these days, just change the password or mac block the device, suggest her to get a Connect or an Alfa dongle on her own expense to watch Netflix, or maybe a nearby DVD store with cheap dvd movies

Yes, but I mean, from the original post, it looks like the 50GB would be gone in a few days.

I don't think that Netflix uses more than 1GB/hour.
You can minimize video quality from netflix to 300MB/hour or 700MB/hour or more. You need to update your account settings from desktop browser not the app.
MAC filtering wasn't really working, it was my DSL having problems.
So I installed a firewall on the TV it self and blocked any wifi usage for netflix, this time time it worked!
