I want to buy a nice plate number (~2000$) for a car (I didn't buy the car yet)
I saw several nice plate numbers on olx ,but since I am not sure of the process I am afraid of being robbed.
What is the procedure to buy a car plate so I can use it later on when I buy a car?
Does the deal happen at keteb el adel?
if I'm from Beirut can I buy a car plate with code T (as example)?
If I buy code T do I need to register the car in Tripoli or can I do it in Beirut?
Do I need to buy the car first?

Sorry for hijacking your post as I have no idea how the process works.
But I will nevertheless give you my two cents.
Instead of spending that huge amount of money on a "special" car plate number to impress people, if I was in your shoes, I would invest them to make further upgrades / customizations on my future care like making it a sports car (spoilers, nice rims, even wheel spinner!) Neons, Leeds, New vinyl paints (the one that changes color when looking it from different angles) etc etc... The options are endless.
And your impressing mission will be much more successful :)

I partially agree with you. There are much better ways to invest this money than showing off!
The reason I say partially is because a friend of my friend bought a 4 number car plate ~10 years ago for 1,500$.
He sold it a year ago for 5,000$
So I thought he "showed off" for nearly 10 years, and it was a win for him :p
If I buy one now for 2k$ and sell it after 10 years for the same price I am more than happy!

I could be wrong, but i was told that 6 numbers plate with code T must be registered in Tripoli. All 4 numbers plates can be registered in beirut regardless of the code.
But again, this i'm not sure if this is correct.

I’ve been searching for some as well and I’ve found a bunch at OLX, 4 number plates range between 5000-10000$, 3 number plates go above 15000$.
If it was up to me, I’d rather use connections instead of buying it, most of these plates are given away from politicians, it may not be the most ethical way but that’s how most received them in the first place.
Please note that it is a wise investment if the country doesn’t change its plate system in the next few years.
I also recommend getting nice numbers which are 8 digit long (as in the new plate system they don’t contain any symbol), as well as the price is way lower, and is more attractive to some. (A number such as 66669999 is way more attractive than A6699 in my opinion)

These plates are given for free or sold for $200 originally, so think about that first. I was offered a four digit plate for $500. I have a family and don't really give a shit so I didn't get it. Everyone said I was crazy.
In any case, to answer your question. You can register the plate in any area, if it's T, you can register it in Z(ahle).
You would need to do paperwork at the Notary and at the MOI.
Good luck and remember one thing. You may think that the price you'll sell the plate for is amazing, but you'll have to find someone that wants that exact plate to pay that amount. Something to think about.

Since everyone is pitching in with their opinion:
For me it doesn't make any sense that lesser digit plates would cost more. If anything they should cost LESS.
Because, the main purpose of plates is to identify your car. If god forbids you hit someone, or do anything in your car, or nothing at all but someone just wants to mess with you, you are making it easier for them by giving them only 4 digits to memorize instead of 6 or 7.
So anyway the story about the plates being an investment is the first time that it makes sense to me to buy a plate for anything else than showing off and for a reason that I can better understand. But you have to be careful. The demand on these plates will raise if the economic situation gets better (people will have more money to spend on such items) and if the amount of cars in circulation increase. Then maybe you will be able to make some money, if you can find a good initial purchase.

Everyone has their thing. It doesn't mean he's 5. If he wants to spend his money on spinning rims and 3D paint, if it makes him happy, fine. I like to look at these, it's art, so why would I complain? What kind of a world would this be if you can't do what you want with your money?

Any plate number that is not a six-digit number with an area code is registered in Beirut (Dekwene). I'd recommend getting a 4-digit plate number that means something to you, maybe a special number or birthday, since there are a lot of 4-digit plate numbers. If money is no problem, get yourself a special plate number like 7700 or 7070 or something like that. Because honestly, you spend like 2.5K or something on a plate number then you will check around you just to be shocked that there are a lot of people with much nicer numbers so you will start regret paying that amount for a plate number. In my opinion, if you can get a 3-digit plate number for less than 10K go for it for sure, else get yourself a cool 4-digit plate. While you are there, try to get a "fumé" license, it will increase your presence on the road especially if you have an expensive/expensive looking car.

How would someone get a "fumee" license?
Isn't that only allowed to our lovely politicians? Or to people who pulled strings to our yet again lovely politicians and got the license from them.
As far as I know, we can't buy a fumee license.
On another note, this just came into my mind.
Say that you buy a used car that is all fumee with a license.
Will you operate the vehicle with fumee windows?

People have different way of signaling status, OP's approach would be to do it through a short license plate number, Avo pimps his car and you buy more expensive cars. You may not agree with Avo's approach, but shaming him over it is not cool.

If you buy a used car with fumé windows, you are required to remove them since the fumé license is connected to the person and not the car, same for special plate numbers. Let's say I have plate number 123N on Honda CRV and sell you the car, I must remove the plate number from the car and you are required to get a new plate number.

Just an interesting note, in Ontario, you can buy a
custom license plate for 310 CAD and people rarely care for it. If that were the case in Lebanon I think everyone would have one.

Please, don't spend your money on this, no matter how much money you have to spare. I have a 4-digits plate that I got from a relative politician, and I even regret being "indebted" to anyone for something so meaningless. I hope you know that whoever is selling you that plate got it for free from a connection they have. It is up to you obviously bas 3anjad haram.
To answer some of your questions, you can't really 'buy' a plate and have it for yourself not on a car. Usually, the plate was on an old car that is now sold (enqad) and you take the old enqad paper to reuse the plate on a new car you bought. Good luck trying to buy a plate btw because last I heard the nef3a aren't agreeing to transfer plates from one party to another, unless they are relatives, to prevent those black market sales of plates. Your best bet (and cheapest option) is to give the guy who is registering your new car a few hundred dollars to pick out a decent 6 digit for you, something like 123444.

No need to welcome anyone, I don't think anyone is arriving to Lebanon here.
I would not be proud of using my connections. Firstly because I would be encouraging a system that I don't like. Secondly because preferential treatment in this case would not be something that I have earned and deserved but just something I got by luck, so how can I be proud of it?
Unless of course you are one to "work on people" and befriend people to extract advantages from them in which case I guess you earned it in a way, but that is not my style.
To be fair it's not something to be ashamed of either. However I think that such things should be kept for situations where there is no other options. Not just to spare some money and get ahead of others.
