Well you can host your own wordpress site. That means you don't need to abide by their plans. The wordpress code is free, and you can install it on a hosting provider that has terms that suit you better. Most providers will bill you on a monthly basis. At $5/month ou can have a VPS. There are probably cheaper options.
The thing is, you are knowledgeable about finance, but I'm guessing not about web development. It's not that complicated really, but it does take 1/2 hour to 1 hour of work that can be considered a somewhat advanced.
Also, you can use your "regular" (non-internet) credit card. I do that. They will try to scare you and make you get an "internet card" in addition to your regular debit card. It is safer, yes, but it is pretty common in other countries to use the same card for everything, and banks can charge-back or block fraudulent transactions. Of course it depends on the case.
Also when you get a new card, you can normally log on and update your payment information in Wordpress. It's not like if you lose your card or change it, then your account and data are doomed. I am not sure I understand your problem.
Like nuclearcat said, I don't know of any provider that will offer a service for a year then bill you. People can take advantage of that to get a year for free! It would not be a good billing model.
Finally try asking your bank if they can provide cards that last longer.
