I have only one comment, wait for i7 8700k. some stores are already selling it
new vision zalka have the new i7 8700k and the i9 + he's an msi reseller

giving him a visite , and if u can wait a bit more , wait for zen2+ looks like amd is more future proof as of lately
I wouldn't get the cougar panzer, it has a problem with it's legs being too close that it easily flips over when even a small force to it is applied. Otherwise it's a good case. Watch jayz2cents review
Also I wouldn't build a rig in the time being. I know it's always the case with hardware where whatever you end up buying becomes old fast. But this time it's really bad as prices skyrocketed for everything, and all of the brands are refusing to bring prices down.

Go for it if you don't have a good system now sure. But if you do, just hold on to it. Intel will make a big jump soon, so will Nvidia and amd. The current situation is just crappy updates that aren't worth it.
