LU's programs may be slightly out of date but they do come in great detail. Programming languages are taught alone, universities barely teach you its algorithm, it is by practice and skill that you shall master it. I still know several people from different universities who highly dislike programming knowing it is their major.
University wise: it depends, how much are you willing to pay?
If you can get into AUB/USJ, do it.
LU has an amazing nation-wide known degree for engineering, that you may consider, but Roumieh is not the easiest place to get in. (Plus, it's an amazing 200$/year!)
I have a friend at the Antonine University, they don't study much abstract/theoretical stuff, but they do get really technical, so if you're looking into working in the field as soon as you graduate this may be a good option, but the only downside is that you will not be able to manipulate your major as much as other universities may allow you. (I actually got accepted at UA, they claim they have the best engineering degree in Lebanon and started bash-talking USJ/AUB/LAU... But the only one stating this was the university itself, so I got skeptical.)
i'm an UA student i would not argue that it is the best for sure AUB is on another level ( previously USJ student) but compared to usj in computer engineering it's is way better let me tell you why:
*more flexible schedule
*more options (multimedia, software, systems,and telecom) unlike usj where you take a bit of everything and you wait until year 4 to start taking those courses
