i was thinking of replacing my HD 7950 with GTX 1060 any idea if it is really a good choice ? do you think that there will be sale on VGA's at amazon soon on black friday or cyber monday ? shall i wait or go for it. as i can see from this website it is better than my vga by 83%

do you think gtc 1070 will be on sale for like 300$ ??
I'm not sure if I it is because I am getting old but... I replaced my HD7770 (which is weaker than your card) with a gtx 1070 from asus and bumped my graphics power about 10 folds and... honestly, I wasn't as wowed as I thought I was going to be. The games I play are still the same, they look better but, somehow they are not that much more enjoyable...

And some games push the 1070 to the limit on 1080 resolution, I thought the 1060 was like the king of 1080 and the 1070 was for 1440 p, not necessarily it turns out, shadow of mordor for example manages 1080 ultra at 60 fps with the 1070 but pushing the card to 90% of its power.

Well it will be a significant upgrade, I used to own an R9 380 2GB model which is 2 generation after your HD7950, I currently have a GTX1060 Zotac AMP, now I don't worry about anti aliasing, all set to high and sometimes 120%+ resolution and everything works with very high fps, before I had to disable AA to be able to sustain high fps (I aim not to hit any number below 60fps in any condition)

As for user his case could be a bad game implementation or a CPU bottleneck, my i5 4670k at 4.3Ghz is handling the job pretty well, as for the choices, if you have the luxury to order from Amazon I think the MSI is a better choice because Gigabyte was caught using very low quality (VRM with low current rating) components in their cards (example Gigabyte RX 480 G1 is the worst custom card of this family)

the 1070 is very far from reaching that price, it might happen but most likely it wont, it is better to wait the sale and at least save some money on the 1060
i will be waiting, and see if there will be discounts
