Personally , I think Sony created an attractive budget experience for a lot of gamers in the gaming ecosystem (especially the upcoming PS4 Pro which will elevate this experience ) , it a baseline experience with a good price compared to a high end gaming rig and an expensive VR experience like HTC Vive that is out of reach for many in the gaming ecosystem.
You still need a PS camera for it to work, not included in the 400$. Also for the whole experience, you need the move controllers, also not included. So that 400$ is a bit misleading.
Also I suggest that you look more into the problems that mainstream media cannot mention, like spotty tracking and occlusion problems to a smaller extent on the headset and to a big extent on the 6 year old ps move controllers. Also the increased pixel swim and the jitter. So make sure what you are buying into. Given your high spec pc, I suggest you purchase an oculus since it's offering a similar experience (sitting standing 180 experience, single camera or dual camera with touch controllers, tracking is so much robust than poor, Facebook backed development).
I myself sent with a vive but that is a bigger commitment with roomscale gaming.
