I have an idea that processed organic garbage should be dumped in prairie-ish areas or light forests before the winter. It will decompose during the rain and act as natural farming additives and a source of seeds. You'll end up with tree sprouts and lots of greenery by spring.
As an added bonus, this will cause the ground to retain more water and less will escape. That means more water will reach rivers thus making them clearer.
