I live in a really old building and we don't have ground "terre" since you know, Lebanese just hate that green/yellow wire :p
I know a lot of you have come across this . Whenever I touch the back of my PC case bare footed I get electrocuted. Same goes for usb sticks, phones plugged in (I once tossed my sony xperia accross the room ), headphones ... It's really annoying and it gives me a ton of static when trying to talk through the microphone.

My PSU is mounted on with those rubber "things" just like those that come with fans to reduce noise. It does have 3 pins on the cable on the end where it goes into the psu . But on the end where it plugs into the wall , it's just 2 pins.

So my question is. How to fix this? (Preferably w/o the help of an electrician)

There's a way by using an transformer 1:1 (220:220) you can find it at electric equipements shops, it isolates the electric equipement so you wont be shocked.

You remove the power plug then tell your PC to think of what is has done. Then you see how your PC will improve itself or find a solution to the problem. haha

on a serious note, your building must have grounding. your power plugs should have their grounding setup. call an electrician to see if its possible to setup. Then use a power plug with 3 pins.
You will need the help of an electrician just to get it right, but you can help make the bill cheaper by looking around your building and seeing if you have anything metal going into the ground when you live. My brother did this and was lucky that there was a street light fixture very close by and used that as the ground. There may be some pipes or other things that may be grounded in your building---just need a way to connect to them.
Does your computer have an equipotential terminal on the back? It's a metallic rod with an inverted Deathly-Hallows -ish kind of sign:



You can use that terminal and connect it directly to some sort of large metallic body (preferably unused and with low chances of coming in contact with) like a heater (one of the old one that come pre-installed in the room). Not exactly the safest option, but it can resolve this matter. Also the cheapest.
