Usually the same day if you call them in the morning or within 24 hours at most.
Mine charges 44 dollars for 2MB, 66 dollars for 4Mbit, etc...

Yes, for cable, labor, etc... I forgot how much mine charged. It was 20 to 30 dollars. It will be more if you need a router. In my case, I didn't need one.
Frankly, it is pretty good. You get the full 4Mbit 24/7. There is a monthly quota but it is around 100GB. You get throttled to 0.5Mbit till the end of the month if you cross it. They won't actually disconnect you. It is a soft limit. Midnight to 6AM are not metered.
It is a pretty good deal for 66 dollars.
I downloaded 10.2GB in the last 68 hours (including non-metered traffic).
I download and watch movies these days instead of TV.
I spent 2011 to early 2016 on 256k to 512k so this is a major upgrade for me.
Ping to France is not so bad.

One word of advice! use opendns or google dns when on cable connection.
The only issue I have is that since EDL is keeping power cuts to give moteur guys business, your cable connection will go down 2 to 4 minutes a day unless the cable guy's equipment is powered by a UPS.
