As the title says, I need an RS232 to USB converter. Can I find it anywhere in Lebanon without having to ship from Amazon and end up paying three times the price ?

*Edit: Is it the same thing as a USB to Serial adapter ? If that's the case then PC and Parts is selling it for 18 USD (with shipping and VAT it would amount to around 25 USD).
I found it on Amazon for 8.99 USD (http://www.amazon.com/dp/B00J4N9T9C?psc=1) but the problem is it will probably cost around 25 USD to get it with Aramex's Ship and Shop.

I am not sure what the male USB looks like (assuming it looks like the picture in the Amazon link I posted above).

Yup that's the one.
Male USB is the one in the picture from Amazon you provided, female one are the USB ports on your motherboard on the front side of your pc case.
(think of it like sex, male is the one putting in, female is the one receiving in lol, that's how I learnt the difference between the type of cables).

So I connected the PC to the UPS with the cable I got from AVOlio and I downloaded the " UPS Communicator" software from here http://ups.legrand.com/software/ but the PC is not recognizing the UPS and the software says "No UPS connected".

**Edit: It says "HL-2303" on the adapter... but I can't seem to find a driver for this thing.

you need to install the usb to uart driver, in your case it is hl2303, you can find it on the internet.

Please note that after installing the driver you should specify the correspondent comport tin the UPS software
make sure the converter driver is installed via device manager, and note the com port number in the UPS software.

it didn't work because most USB serial cables use ttl logic 0-3.3v or 0-5v not like the regular serial standard where there is negative and positive voltages to represent zeros and ones
