Your clock is running at a certain frequency with certain Period Ie:
Period = 1 /Frequency. F = 1/P Realtion
1600 and the 1333 will have different Timing Capturing the Data since the Data is captured at The Risisng edge of the Clock Unless it is DDR then you are also Caputring transfering data on the Falling Edge of the Clock.
in other words they are not Syncd , Clock Edges have differtent Timings
that is why it will only run at 1333 .
