-MSI GTX 970 4GD5 OC uses the regular Nvidia Reference GTX 970 Cooler, I recommend to go with MSI GeForce GTX 970 Twin Frozr V, I have been using for more than a year, perfect in cooling performance (30 Degree on Idle /General Desktop Usage with 0 Rpm Fans) and 60 Degrees which Gaming and Heavily OC with very silent performance, Perfect Cooling from MSI.
-As I have mentioned , I managed to OC the Core Clock to +200 Mhz ( hitting constant 1516mhz while gaming) and memory OC to +500mhz (Effective reaching 8Ghz While Gaming) , and this without any core voltage increase. This boosted the performance to almost matching a GTX 980. Thanks to Maxwell Power /Heat Dissipation Efficiency. Note: To OC CPU/GPU/Rams I recommend at Least a Tier 2 PSU 80 Plus Gold Certified and good cooling inside the case (how fans are mounted (intake/outtake) , fans size , proper cable management etc..).Also , the CPU starting to play role now , in a knot-shall I recommend a Haswell or Sklayke I7 - as a future cushion.

-Personal Opinion: Considering a 144hz vs 60hz Monitor , for CSGO on 1080p/Ultra you will see a difference (generally in shooters) , but others than that , from my experience and I tested both , 60 Fps on 60Hz is fluid as butter , and also for example 100fps on 60hz monitor (without vsyn) you will have screen tearing but reduced input lag from the mouse. In Lebanon 144hz monitors are in the 500-600 USD range for a 1080p resolution , which is expensive I'd rather invest in the graphic card with max details on fps rather than hamper image quality to achieve more than 60fps on graphically demanding AAA Titles. . .
