There are companies whose main business is to sell such products, but in the US the law prevent them to sell them as new product.
So the "smart" Lebanese dealers purchase large quantities of such refurbished products (the price is less than 50% original and depends on the class of refurbishing) and then redo the packaging in Lebanon to make them look like never been touched. So the product is original, but used 5%, or had a small defect that was fixed.

I've seen those. Usually you can tell by looking on the back of the box, the fonts used and just general feel of the box is shady. Anyone who knows how the real box is supposed to be should be able to tell the difference. But at the end of the day, even if you wind up with one of these, it's not a big deal. I do think that if you're paying full price you should get a device that's never been touched. But this kind of stuff is what living in Lebanon is all about: getting ripped off left and right.
