I can't give you any names but I have heard ERPs being discussed many times in Lebanon.
Some companies use off-the-shelf complete solutions. I don't know about made in Lebanon, but it is at least compatible with the needs of Lebanese customers.
Other companies (at least try to) build their own.

Just out of curiosity, why does it have to be "made in Lebanon"?
Not web based, but Dolphin is definitely 100% made in Lebanon.
I don't think it's what you're looking for, but it may be worth mentioning.
