It was a girl's phone so I don't think usb debugging was on.
I just completely deleted the lock screen
Did not try on newer phones though.
You basically flash a custom recovery, open a file manager from there and delete the lockscreen file.

I guess you need to report to the police and only them can access the provider's data?
AVOlio as MrClass said, only the internal security forces/army is allowed to do so!
It will be a big hassle for you and you might want to drop the whole idea and let it go! Unless you have some good connections!
