Overall, your PC is in bad shape. Building a new PC is a wiser choice since you need to upgrade every single part, but since you're short on cash upgrading is your only go-to solution. For 500$, start by getting a new CPU, motherboard, some RAM and a new PSU, specifically an i5 4460, a Z97 PC Mate, 8GB of HyperX Fury Blue and a CX600M will cost you 480$. The 4460 is a great CPU that should be enough for the most demanding games for a few years to come, 8 gigs of RAM is the sweet spot for gaming, more is a waste of money and less is unrecommended, the PC Mate is a good budget board that has lots of features for just 109$, the CX600M may not be the best PSU in the world (not even close) but it's a good match for any GPU you will pair with the 4460, you don't want to pair it with anything more than a 390X or a 980, ideally, you'll want to pair it with an R9 380 which doesn't uses 175W.
