My Recommendation:
If you are planning on 1080p - Stick with the GTX 970 (MSI Gaming OC Can Reach 1500Mhz and matches the 980 performance in several scenarios - I Tested That on my system), and compared with the R9 290x , the 970 is more power/heat efficient (you already read many reviews I guess). Benchmark ways here is a simple benchmark (Witcher 3 1080p /Max):

PSU:
I do not recommend Corsair CX600M , those power supplies are considered as "Tier 4 - Tier Four
No Japanese capacitors found. Only Taiwanese capacitors and may even include Chinese capacitors. Very basic safety circuits or even thin gauge wiring used. Case:
The Cooler Master N300 has one front 120cm Fan Installed and Rear 120Cm installed it is budget yes , but I rather but two 120cm fans one on the side and on on the top for more air cooling. I used that case, you might have some difficulties too in cable management. But for you budget is is just "OK". I usually prefer cases with a windows for the for modding / installing a an internal led strip would be very nice effect.
CPU Cooler:
The Cheap Thermal Take Contac 21 cooler for USD 30 is very good/silent and makes your CPU runs cooler than the Intel Stock. I recommend it for its cheap price even though you don't intend to overclock.
Finally ,
As for the CPU / Motherboard and if you are aiming to build a new system now build with the newest tech. Why not to wait a little bit and grab an Core i5-6600 when its available in Lebanon coupled with an Z170-A or Maximus VIII Ranger or the many variants of MSI z170 boards. As the prices of Sylake/Z170 compared to Haswell/Z97 variants will not be big , performance wise you might not feel a big difference but always in a new system builds go with the best what technology offers especially in the CPU/Boards Chipset.
